The Parkersburg Area Community Foundation and Regional Affiliates (PACF) and the Sisters Health Foundation (SHF) are partnering to help local agencies respond to community needs related to COVID-19. The SHF recently awarded $25,000 to the PACF’s Safety Net Fund to enable joint response to priority needs in the region. The PACF will match this gift 1:1.
This funding will be used to address food access and distribution, the needs of the senior population, and needs related to mental health and addiction. Agencies addressing these needs and who serve individuals impacted by COVID-19 are encouraged to contact Marian Clowes at the PACF to discuss their need for support.
“We are grateful to be able to work smarter together in partnership with the Parkersburg Area Community Foundation,” said Renee Steffen, SHF’s Executive Director. “It is great to see so many organizations working together during this time and this partnership is an extension of that community spirit.”
The PACF’s Safety Net Fund is designed to support the basic and emergency needs of our region’s citizens. Individuals who would like to help the Foundation respond to both the short-term and long-term needs of our community are encouraged to donate to support the Foundation’s Safety Net Fund. The PACF will be proactively distributing these funds in our community to meet priority needs as they arise.
“We are fortunate here in the Mid-Ohio Valley to have long-term partnerships among foundations that have enabled us to respond more effectively to community needs,” said Judy Sjostedt, PACF’s Executive Director. “This new partnership between the PACF and the SHF will enable both foundations to respond more efficiently in this time when it is critical to deploy resources quickly and flexibly.”
The Parkersburg Area Community Foundation & Regional Affiliates (PACF) announced that $324,175 was raised through Give Local MOV, the May 1st fundraising event hosted by the PACF.
Nonprofit partners in Give Local MOV 2018 included 47 groups with missions supporting animals; arts and culture; community improvement; education; environment; health; human services; and youth development. Organizations invited to participate were those with a charitable fund associated with PACF’s family of funds.
Nonprofits raising the most funds included: FaithLink, Parkersburg High School Foundation, Parkersburg Art Center, YMCA of Parkersburg, and the United Way Alliance of the MOV.
A key benefit of giving to the participating nonprofits on May 1st was the availability of 1:1 matching funds and incentive prizes. Several regional sponsors, led by Superior Toyota, supplied matching funds that made the day even more exciting. In addition, several individuals/businesses offered private challenges to specific organizations and $7,000 in hourly prize incentives encouraged giving.
The PACF takes no fee to organize and host the Give Local MOV campaign. The PACF supplies the secure online giving platform and also covers credit card processing fees, allowing 100% of each donor’s gift to go to its intended agency. This year, some donors that gave on May 1st opted to help cover the credit card processing and transaction fees with their donation and the Foundation is very grateful for their support.
“Our event sponsors and the local donors who contribute are the critical factors in the success of Give Local MOV,” said Julie Posey, PACF’s Development and Communications Officer. “Our local businesses once again stepped up and enabled us to make an incredible impact region-wide. And, local businesses are only able to support positive initiatives, such as Give Local MOV, if they themselves have support from local residents. By supporting local businesses and shopping local, you can help provide for the greater good of our community. We urge everyone to give local and to shop local!”
“Since the founding of Give Local MOV in 2014, more than $1.26 million has been raised for the region’s charitable groups,” said Posey. “It’s amazing how much can be achieved when we work together. The Foundation’s Board and Staff are proud to be part of such a giving community.”

As needs of West Virginia citizens, nonprofits, and communities grow in the midst of the COVID-19 pandemic, West Virginia businesses and citizens are stepping up with bold acts of generosity to respond to these needs.
This week the EQT Foundation has announced COVID-19 response grants to support West Virginia citizens and nonprofits in the communities where the company is located. The EQT Foundation is donating $160,000 in total to West Virginia communities with grants to the Mountaineer Food Bank and relief funds at three West Virginia community foundations including the Parkersburg Area Community Foundation & Regional Affiliates.
On announcing the grants EQT Foundation President Ellen Rossi said, “The EQT Foundation is pleased to alleviate the burdens of this pandemic on West Virginia’s citizens and nonprofits. Our commitment is to support the food bank and relief funds serving the communities of the state that we are working in.” She added, “Our partnership with the community foundations and Mountaineer Food Bank helps us deploy rapid response funds to numerous organizations serving those in need within the communities we serve in West Virginia.”
100% of the EQT Foundation gift to the Parkersburg Area Community Foundation will be used to support nonprofits and citizens in need in the Foundation’s eleven county service area.
“EQT Foundation’s generosity and continued partnership with the Parkersburg Area Community Foundation will ensure that local needs that arise due to this COVID-19 pandemic are supported in a prompt and efficient way,” said Judy Sjostedt Ritchie, Executive Director of the Parkersburg Area Community Foundation. “This gift will support our Hunger Fund and Safety Net Fund which are designed to provide timely relief funding to respond to the growing needs across our service region.”
The PACF is awarding grants from its Hunger and Safety Net Funds to address food access and emergency needs of individuals and to provide operating support to nonprofit agencies delivering critical community services. The need to support area nonprofits has increased significantly, as the demand for their services has risen while many of their fundraisers and events have been postponed due to the pandemic.
“Support for the Foundation’s Hunger and Safety Net Fund is a direct investment in our community’s work right here in the Mid-Ohio Valley,” said Sjostedt Ritchie. “In times of crisis, the Foundation remains committed to connecting donors with community needs effectively and efficiently. While the COVID-19 pandemic has changed the way in which public education is being delivered, a strong educational foundation for future success is more important than ever. Studies show that reading makes a big difference in a child’s educational achievement. To ensure that area students have access to books during the pandemic, the Esbenshade Advised Fund, administered through the Parkersburg Area Community Foundation & Regional Affiliates (PACF), has awarded a significant grant to Wood County Schools to provide a summer reading program for middle and high school students.
This grant to Wood County Schools complements other major grants awarded by the Esbenshade Advised Fund, Tri-State Roofing and Sheet Metal, The Spartan Foundation, and the Esbenshade Foundation in recent years to support a variety of educational programs benefitting the region. Other programs supported include the ArtCart program in Wood County Schools, a summer reading project for Jefferson Elementary School students in cooperation with Read Aloud West Virginia, and renovations and book purchases at the Vienna and Parkersburg/Wood County Public Libraries. “Reading and education are the cornerstones for future success in life,” said Hap Esbenshade. “We support reading and education as a lifelong process for personal growth.”
This major grant will enable Wood County Schools to purchase books and distribute them weekly in the summer to middle and high school students through pick-up sites at area schools. “Wood County Schools hopes to promote a reading culture in our schools each day, and we understand that access to reading materials is crucial to our efforts,” said Ashlee Beatty, Curriculum Coordinator for Wood County Schools. “Thanks to the generosity of the Esbenshade Advised Fund, students will receive additional reading material. It is our hope that students not only improve their reading abilities, but also fall in love with reading!”
“We know that the COVID-19 pandemic is touching every aspect of our community, and students have been particularly impacted. We are pleased to partner with the Esbenshade Advised Fund to promote reading,” said Marian Clowes, PACF’s Associate Director for Community Leadership. “We hope that the students are inspired to read throughout the summer.”
Further information about the book distribution program will be provided to area students by Wood County Schools beginning in June.

The Parkersburg Area Community Foundation & Regional Affiliates (PACF) is actively partnering with its local donors and other area funders to address the critical needs of local citizens who are impacted by the COVID-19 pandemic by providing funding to a wide variety of area nonprofit organizations that are delivering essential services for their clients and families.
To date, the PACF has awarded more than $50,000 in COVID-19 emergency funds to help local nonprofits continue their critical services and programs. Food, rent and utilities assistance, and purchase of hygiene and school supplies are just a few of the things that these grants have supported and will continue to support as the PACF provides additional grants in the coming weeks.
“Many of the requests we are receiving are to support food access for area residents,” said Marian Clowes, PACF’s Associate Director for Community Leadership. “Through the quick action of the Foundation and with the help of our donors, we’ve responded swiftly to support agencies working on the front lines through this pandemic.”
One local nonprofit organization that received support recently wrote to the PACF regarding its grant support saying, “Thank you for coordinating support for our families. As the person working directly with the recipients, I want to say that it was a real lifeline for some families who were caught in the unemployment limbo.”
Grants thus far include:
“Children’s Home Society (CHS) is extremely grateful for the emergency funds received from the Parkersburg Area Community Foundation and the SHF during the COVID-19 health crisis,” said Shelley Plauché-Adkins, Children’s Home Society of WV’s Regional Director. “Many of the formerly homeless youth served through our Transitional Living Program have lost employment and are struggling with food insecurity. These funds will enable Children’s Home Society to provide food boxes to 22 youth and their children over the next 12 weeks, which will ensure that our youth are being fed and greatly reduce their stress and worries during this difficult time.”
Funding to support these programs is made possible by generous donations from individuals and businesses to the PACF’s Hunger Fund (addresses food insecurity for local people) and Safety Net Fund (supports basic and emergency needs). These two response funds concentrate on relief efforts in the Foundation’s 11-county service area.
“We are very thankful for our community’s continued support of the Hunger and Safety Net funds,” said Clowes. “These significant grants are only possible because of our great community support. We anticipate making more distributions soon and we encourage the community to continue supporting these important charitable funds. We are very grateful for our donors’ help, enabling us to meet needs in our community.”

Several local funding organizations and community agencies are teaming up to provide assistance to individuals facing financial hardships due to the impact of the COVID-19 pandemic. The program will help impacted individuals pay one month’s rent or mortgage costs. In special circumstances, some aid may be supplied toward utility costs. Individuals seeking support should call 211 to begin the intake and application process.
To be eligible for assistance, individuals must demonstrate that their need is related to:
The program is open to individuals whose income is at or below 200% of federal poverty guidelines and who reside in the following counties:
For residents of Washington County, OH, support is limited to individuals in in the food service and/or hair dresser/spa/salon industries. For all other counties, individuals from any profession facing COVID 19 impact may be supported.
Initial funding for the program is being provided by the Parkersburg Area Community Foundation through its Safety Net Fund and the United Way Alliance of the Mid-Ohio Valley through its COVID-19 Response Fund. Additional funding is expected in the coming weeks from other area funding sources.
“Our United Way (UW) is thrilled to be able to work together with such strong community partners to address these critical needs in the community,” said UW Executive Director Stacy Decicco. “We are proud of the collaboration that has been formed and we recognize the impact that it will certainly make for those who are facing hardship and challenge in our community as a result of COVID-19.”
“This program represents a unique partnership between local funding agencies and local service providers,” said Marian Clowes, PACF Associate Director for Community Leadership. “By joining together, we are able to do so much more than we could on our own. Together, we will deliver needed support to individuals facing hardship at this critical time.”
The program will be administered through a partnership with Community Resources, Inc. and Consumer Credit Counseling Services. Future collaboration also is planned with the City of Parkersburg’s Family Relief Program.
“Community Resources, Inc. is proud to be a part of this community collaboration and administer the Financial Hardship Assistance Program, which will provide critical support to ensure residents in our communities can stay housed,” said Michelle Barber, Executive Director/CEO of Community Resources, Inc.
By combining the expertise of Community Resources and Consumer Credit Counseling Services, individuals in need can benefit not only from financial assistance but also from counseling. “Consumer Credit Counseling Service of the Mid-Ohio Valley (CCCS) is pleased to partner with these sincerely dedicated community partners to assist those affected by the COVID-19 pandemic,” said Shelene Shrewsbury, Executive Director of CCCS. “Our certified and experienced financial counselors will assist those who have been affected by helping them create a workable spending plan so that their budget is kept intact. We are fortunate to be a part of this collaborative endeavor while we continue our mission of encouraging financial freedom.”
