Twice a year the Foundation's Community Action Grants Program matches community needs with grants available from the Foundation's Unrestricted, Field of Interest, and Donor Advised Funds. Below are the recent grants awarded through this competitive grant process.

PACF’s grant awards this spring total $440,718, including $4,750 from the Doddridge County Community Foundation, $4,200 from the Ritchie County Community Foundation, and $100 from the Little Kanawha Area Community Foundation affiliates.

The Spring 2023 Parkersburg Area Community Foundation & Regional Affiliates grant recipients are:

  • Anne Royall Chapter National Society Daughters of the American Revolution - $900 for American flags on Main Street in Harrisville.
  • Appalachian Reading Center - $9,600 to deliver tutoring lessons to dyslexic, low-income youth in the Parkersburg Area via Zoom.
  • Arnoldsburg Elementary School - $9,000 for needs at the school’s clothing closet.
  • Blennerhassett Historical Foundation Inc. - $9,500 to improve lighting inside the mansion.
  • Boys & Girls Club of Parkersburg - $20,000 to support the Club's Summer Membership to keep the cost of membership affordable for all.
  • Calhoun County Committee on Aging, Inc. - $7,623 to purchase 7 indoor walking treadmill units.
  • Calhoun County Solid Waste Authority - $1,540 to purchase a security system.
  • Camp Barbe Association - $20,000 to upgrade the electrical at Camp Barbe.
  • Children’s Home Society of West Virginia – $20,000 to provide a match for the Federal Runaway Homeless Grant.
  • City of Ravenswood - $30,000 to provide an ADA-inclusive playground in Ravenswood.
  • Clarksburg Mission - $1,500 to renovate an unused dormitory space for male clients in recovery.

  • Downtown Bethel Church - $9,000 to continue the mission program in the community while they expand facilities.
  • Girl Scouts of Black Diamond Council - $4,000 to make Girl Scouts more accessible through Girl Scout Outreach.

  • Health Access Inc. - $20,000 to give uninsured patients access to professional dental services.
  • Hope House Ministries Inc. - $5,000 to support general operating costs.
  • Humane Society of Jackson County - $2,500 to provide new beds for the dogs at the newly built shelter.
  • Jackson County Schools WV - $35,100 to provide instruction and resources using ArtCart to elementary students.

  • Mineral Wells Baptist Church - $10,000 to provide food and children’s necessities to individuals/families in need.

  • North Bend Rails-to-Trails Foundation, Inc. - $6,000 to purchase animal-resistant trash receptacles.
  • Oil, Gas, and Industrial Historical Association, Inc. - $6,400 to purchase cameras and security system hardware for Henderson Hall.
  • Operation Fancy Free Inc. - $2,000 to support veterinary expenses for cat sterilizations and vaccinations.
  • Parkersburg Art Center - $20,000 to repair the roof.
  • Project Healing Waters Fly Fishing, Inc. - $7,500 to provide supplies and fly-fishing outings for the Parkersburg, WV program.
  • Ravenswood Choral Boosters - $7,500 to purchase new risers.
  • Ravenswood High School - $12,000 to furnish the school with a Graphic Art Design iPad Lab.
  • Ravenswood Volunteer Fire Department - $10,400 to purchase a new thermal imaging camera and related tools.
  • Ritchie County Family Resource Network, Inc. - $10,000 to provide non-perishable food, cleaning supplies, and hygiene items for the Basic Needs Pantry.
  • Ritchie County High School - $5,000 to build the press box and concessions at the RCHS Baseball Field.
  • Savannah’s Closet - $15,000 to provide operating support to maintain and expand outreach.
  • Sound & Light Project, Inc. - $15,000 to repair, replace, and modernize the lighting and sound systems at the Calhoun County Middle High School auditorium.
  • Town of Ellenboro - $1,300 to build a recreation area along Rails-to-Trails.
  • Upper West Fork CAP, Inc. - $10,525 to apply gravel to the parking lot and prep and paint the floor.
  • Vets 4 Vets Jackson County WV - $9,000 to aid disabled military by providing or repairing medical equipment, helping with transportation needs, and assisting in claims to the Veterans Administration.
  • Waverly Volunteer Fire Company - $17,261 to purchase four new sets of firefighting outfits.
  • Westbrook Health Services - $8,969 to provide the required match for the state funded PATH program.
  • Wood County Sports Association - $6,191 to repair equipment and possibly replace their tractor.
  • WVU Foundation (Energy Express and 4H) - $20,700 to be used as a challenge gift in support of physical upgrades at the Wood County 4-H Camp.
  • WVU Foundation (Extension – Family Nutrition Program) - $4,000 to purchase the food and vegetables necessary to deliver the Kid’s Market at the Store and Pop-Up Markets.

PACF’s grant awards this spring total $337,911. The Foundation’s three affiliates awarded an additional $9,940 in grants, including $5,000 from the Doddridge County Community Foundation (DCCF), $4,540 from the Ritchie County Community Foundation (RCCF), and $400 from the Little Kanawha Area Community Foundation (LKACF).

  • Cairo Volunteer Fire Department - $12,000 to upgrade portable radios to improve communication among firefighters.
  • Calhoun County Historical Society - $4,820 to install awnings on the history museum building.
  • Calhoun County Family Resource Network - $9,800 to install a kitchen to enhance food access programs.
  • City of Spencer - $9,999 to replace windows and lighting in the east wing of the Armory Facility.
  • City of Williamstown - $250 to support the installation of an electronic bulletin board to provide the public with information.
  • Doddridge County Parks and Recreation Commission - $15,000 to support Phase Two of the pool renovation project.

  • Harrisville Volunteer Fire Department - $6,620 to purchase equipment for wildland firefighting and for search and rescue calls.
  • Hopewell Health Centers - $1,300 to support summer camps for youth.
  • Horizons Center for Independent living - $11,500 to renovate the kitchen in the group home.
  • Humane Society of Parkersburg - $5,000 to adapt a new cargo van to safely transport animals.
  • Latrobe Street Mission - $2,850 to develop a computer lab for clients.
  • Marietta College - $14,500 to support the summer Science, Technology, Engineering, and Math (STEM) camp.
  • Mid-Ohio Valley Adult Drug Court - $11,500 to provide assistance to clients in need of dentures.
  • Parents and Friends of the Hearing Impaired - $3,400 to provide hearing aids to low income deaf or hard of hearing persons.
  • Parkersburg Art Center - $15,000 to enhance the facility’s security system.
  • Pleasant Hill Elementary School - $500 to purchase sets of chapter books and novels for the 3rd and 4th grade classrooms.
  • Ritchie County Family Resource Network - $11,220 to support Packs of Plenty, which provides food to children in the Ritchie County school system for weekends and school holidays.
  • Roane County 4-H Leaders Association - $8,000 to support the Farm to School program through the development of school gardens.
  • Roane County Commission - $13,550 to construct public restroom facilities at Camp Sheppard.
  • SW Resources, Inc. - $16,000 to provide employment training programs for individuals in recovery from substance use disorders.
  • The Amputee Center - $8,500 to purchase exercise equipment and additional adaptive equipment.
  • The Arc of the Mid-Ohio Valley - $26,300 to renovate the facility to improve services to individuals with disabilities.
  • Wasco, Inc. - $1,000 to support the purchase of office equipment.
  • West Virginia Health Right - $7,000 to support mobile dental services in Roane County.
  • West Virginia University Extension/Family Nutrition Program - $9,500 to support pop-up farmers markets at Wood County schools.
  • Westbrook Health Services - $14,442 to install gas generators in residential homes for individuals with intellectual and developmental disabilities.
  • Williamstown Middle/High School - $7,300 to install a projector system in the newly constructed auditorium.

Doddridge County Community Foundation Grants

  • Doddridge County Starting Points Center - $1,800 to expand items available in the emergency food pantry to include fresh produce, dairy, meat, and frozen foods and to purchase an upright freezer and a refrigerator.
  • Nazareth Farm - $4,000 to support the construction of a new truck and supply barn as part of its overall facility improvement campaign.

Ritchie County Community Foundation Grants

  • Harrisville Volunteer Fire Department - $1,900 to purchase a mobile radio repeater and emergency pagers for firefighters.
  • Ritchie County Family Resource Network - $1,600 to start a food pantry to meet food access needs in the county.
  • Ritchie County High School - $1,200 from the O. Eugene and Mary Scott Smith Memorial Fund to support professional development for RCHS teacher and band instructor Justin Hodges.

Little Kanawha Area Community Foundation

  • Pleasant Hill Elementary School - $900 to provide literacy materials for the school’s two preschool classrooms. The materials will help preschoolers develop early reading skills.

  • Auburn Community Association - $2,000 from the PACF and $1,000 from RCCF to install vinyl siding on the Auburn Community Building.
  • Blennerhassett Middle School - $6,990 to purchase a Glowforge system for STEM and entrepreneurship education.
  • Blennerhassett Middle School Nursing Program - $290 to purchase an otoscope.
  • Cairo Crafty Quilters - $1,000 from PACF and $1,000 from RCCF for the creation of a Ritchie County quilt trail.

  • The Salvation Army - $15,000 to purchase new bed frames for the emergency shelter, which houses families and individuals who are homeless.
  • Washington County Career Center - $5,000 to complete the construction of Phase 1 of an outdoor industrial training facility.
  • Waverly Elementary School - $1,900 to purchase slides for the school playground.
  • Wesley United Methodist Church - $1,550 to support the Snack Pack Ministry, which provides food for weekends for students in-need at Neale Elementary School in Vienna.
  • West Central Beekeepers - $3,000 for purchase of bees and treatments to expand the bee population.
  • West Virginia University at Parkersburg Foundation - $9,875 to upgrade the sound system serving the multi-purpose room on campus.
